Rui Morais holds a degree in Law from the Faculty of Law of the University of Lisbon and has attended Post-Graduate Programme in Political Science and International Relations at the Portuguese Catholic University. He has worked as a legal advisor for Lisbon City Council, the Ministry of Science and Higher Education, and the Ministry of Environment. 

He also has a background in music, having completed studies at the National Conservatory of Music and the Lisbon School of Music, which has played a key role in his specialisation as a consultant and manager in the fields of arts education and culture. He has worked as a programmer for the Cine-Teatro de Alcobaça and collaborated with numerous cultural institutions both nationally and internationally.

Active in the associative sphere, he was President of the Academic Association of the Faculty of Law of Lisbon and President of the Lisbon Academic Association. Since 2000, he has been the President of the Board of ABA Banda de Alcobaça - Associação de Artes, an institution recognised for its educational, social, and artistic project. In this context, he founded the Alcobaça Music Academy in 2002, one of the largest specialised music and dance schools in Portugal.

He held the position of Executive Director of the Academy and was also the Artistic Director of the institution, overseeing festivals such as Cistermúsica – Alcobaça Music Festival, Gravíssimo - Low Brass International Academy & Festival, and the Alcobaça International Chamber Music Competition.

He has been a member of OPART's Board of Directors since September 2022.
